Please pardon my brevity. :-) 

Since BBEdit 12.6 and later store their prefs data within the app's sandbox 
container by default, you will need to quit the app on your new Mac, and then 
either:

a) remove BBEdit's container[1] _before_ moving the copied  ~/Library/BBEdit/ 
into place (which is safe in this case since on a new machine, the container 
won't hold anything important), or

b) move the copied prefs data folder into the appropriate position _within_ 
BBEdit's sandbox container[2].

and here are the corresponding paths:

[1] BBEdit's top-level container is:

    /Users/USERNAME/Library/Containers/com.barebones.bbedit/

[2] The location of BBEdit's prefs data folder within its container is:

    /Users/USERNAME/Library/Containers/com.barebones.bbedit/Data/Library/BBEdit/

I expect that should do the job but in case you have any trouble, tech support
