BIOS parameters to set a go back to the first option on failure of all boot
options are extremely rare, but I have it at least once. I have never seen a
BIOS with an adjustable timeout in the CMOS.

the IPMI and do it manually?
Downtime? If there has been a power failure there may be lots of other
things which require human intervention. If this part of recovery can
be automated without negative consequences/high costs, why not do so?
Yes, of course you are right. I meant to be sarcastic, but given the state
of the industry I can see that wasn't obvious.
