With this signal/noise, you should be able to associate and authenticate.

The syntax is 'iwconfig eth1 rate 11M'.

Please send the output of 'iwlist s', 'iwconfig', and 'ifconfig'. Do other 
machines and/or OS's
connect to this AP? Have you tried a different channel?
