FreeRADIUS is the most feature rich open source RADIUS server. I have
used it, and Cistron, extensively.
GNU Radius's customizabiltiy with scheme is interesting. But the
configuration seemed too complex for me. There was no easy way to
connect to a database from scheme either. I haven't seen Open
Raidius.
FreeRADIUS is module and easily extendible. Apart from C, you can
write authentication and accounting modules in a number of scripting
languages like Perl and Python.
As someone pointed out already, development on Cistron stopped long
ago. But if all you need is a stable, no frills, RADIUS server, it's
a good choice.
RADIUS is very light weight, so are the servers. Performance isn't a
factor to worry about, generally.
