b. for training available in India, try http://www.paladion.net

I would not vouch for RHCE, but you definitely will need all the 
knowledge you can gather from CCNA and preferably CCNP (on second 
thought, why not CCSP as well :D). Understanding on any Unix/Linux is a 
must -- since many of the tools you will learn run better on Unix/Linux 
systesm -- and the SANS trainings use Debian for their class. Whether 
you'll be needing socket programming or not depends largely how far you 
are willing to go -- and more importantly, how far you are able to go. 
For a quick start, they are not much required, neither required are the 
C++ and BS7799 (the latter is more organisation centric, required only 
if your organisation -- present or future -- desires to implement the 
standards).

But you can be sure of one thing -- it is going to be very costly -- 
very very costly.
