VMWare workstation is free as well. but workstations cannot host operating
systems.
Yes, there are pre-built VMs, called VMWare appliance. Available on VMwares
official website.

If you just want to use a simple virtual machine, go for VirtualBox [my new
personal favorite]
It's small [15MB], easy to configure and fast! And, available on all Linux,
Unix, Mac and Windows platforms.
