There's always a way of course, even if it is of the underground variety you mention. Hackers could be put to good use for creating ways to disrupt government spying. When I was in Vietnam (1971-72) there were ingenious individuals broadcasting illegal underground radio programs to US military personnel. The broadcasters were military themselves, and since by this time this was not a popular war (most of us being draftees) many of us were glad to get a different slant on the news than the one from Armed Forces Radio. o They had to continually be on the move however, so as to avoid the directional listening devices.
