I don't know what sort of workstation you are using, but I assume it is a non-conventional unit. What you need to do, most likely is DOWNLOAD this link to your desktop and then open it with acrobat. it is a .pdf file and not a html document. It's not my doing, it's the way the folks at woods end lab chose to st things up on their site.
When I double click on the above link, explorer ASKS me if I want to download the file to my desktop. If your machine is set up better than mine, Acrobat should automagically open the file for you and display it in a separate window.
