hi, 
I have Simple example of try catch :  
Set(ByVal Value As String) 
Try
           Dim x1 As Integer
          x1 = 10/0
Catch ex As Exception
         ' throw some exception
Finally
      x1 = 0
End Try
 x1 show an error : x1 not declare.
This Mean that x1 is not inside the try.. catch .. block  Right. 
In that case how our For .. Next statememt or while  ..end while  and for that matter 
Sub and End Sub have a defined scope..
