Go to "Computer Management" in 
Control Panel. In the browser, click on System Tools\Local Users and 
Groups\UsersRight click on "ASPNET" and clcik on Properties. Uncheck the option 
"Account is locked out". Click on OK.

                Hi,
                 
                I faced this problem and have found the solution to it. 
                Though I haven't had time to apply the solution. Becuase this 
                was for a test environment, I could afford to relax.
                 
                Anyways, go to your Event Viewer. In the System Log, you 
                will find a W3C error (with the exclamation sign). 
                 
                Copy the error (at least a part of it) and paste in Google. 
                One of the search results will give you an article in IISFaq.com 
                which will give you all the solutions.
                 
                I am trying to locate the article myself and will post the 
                same as soon as I find it.
