Lets dissect it literally. Execution system, in the context of software code execution, is an entity where in the instructions are executed as per certain rules (say, of processors and/or the execution environment) and perform some task. A Virtual Execution System is basically a virtualized envrionment, it exists but not physically (something like virtual memory that the OS uses; its always more than your physical memory and thus exists virtually). Code is executed within the confines of this VES and for the code executing within it, this VES is the actual OS. The executing code has no notion or knowledge of the actual OS under which the VES runs, under which it is executing. Examples of VES is the Common Language Runtime (CLR). Its the virtualized environment under which the IL code is executed. Thus, for the IL code, the OS is the CLR and the CLR is responsible for all tasks and instruction execution of the IL, which knows nothing of the underlying microprocessor and the Windows OS.
