OnArrival Event is fired when there is a mail activity at
                the SMTP server.
For handling such events one does
not even need the Exchange at all.
One needs to write custom dll and
bind it to the SMTP server for that event.

                This
is before the mail has reached the mail box in the
                Exchange.

                I
think pradeep is looking for is how to pick up the mails
from the mail box withen the Exchange with specific Subject
and then store the same in Data Base.
