close 
and dispose are largely different in intent. 
objects that are disposed are generally not meant for re-use. object that 
are closed are not meaningless any more and the same instance maybe re-used 
after probably making some call such as an open of some 
sort.
 
close 
and dispose are not really tied to teh grbage collection of the object - the 
object is still in memory after these methods are called. however they may have 
made significant changes to their internal states and communicated these to the 
grabge collector as well. 
 
if you 
really think about it, there is no real need ever to collect a specific object. 
if you need memory you need a general cleanup and GC.Collect will do that for 
you. If you need to reslease resources held by an object you can put such clenup 
code into a dispose/close method.
