Culture is a combination of language and geographical localtion. For eg., en-US means english spoken in US, en-GB means english spoken in Britain. Neutral culture is something that is generic, it is not specific to a culture. Thats it. So, check if you have a nuetral resource file. A nuetral resource file does not have culture specifier's in their file name ... i.e., no <base name>en-US<ext>. This nuetral resource file is required, as .NET will use this if you haven't specified what culture to use in code. Satellite assemblies are files that can contain resources(translated string's etc.,) specific to a culture.
