Hi Sudhir,   you can create a resource file with the neutral culture, ie it will not 
have any culture specifier and it should work. For ex, if you have files named - 
text.en-US.resources text.de-DE.resources text.ja-JP.resources   Create one more file 
as text.resources which has the neutral culture. Or you may even make one of the above 
mentioned files the default language for your application.   HTH.
