InternetGetConnectedState will return INTERNET_CONNECT_OFFLINE even if you are connected to the Internet but Internet Explorer is in offline mode, since this API reflects the connectivity status of IE. Better approach is to attempt to resolve a well known domain name, like www.microsoft.com, using the Dns class. If the resolution succeeds, assume that you are connected, or have a means to connect. This approach is independent of IE, and also whether or not the host in question is up and running or not.
