You can add a reference to Windows Scripting Host Runtime Library (from COM section)
and use IWshRuntimeLibrary namespace in your programme to make use of WSH in .NET,
here is the example I just tested for creating calculator's shortcut. try

DirectoryInfo(Environment.GetFolderPath(Environment.SpecialFolder.Startup));
FileInfo file=new FileInfo("NewShorcut");
FileInfo LinkFile = new FileInfo(dir.FullName+"\\"+file.Name+".lnk");

IWshShortcut link = (IWshShortcut)shell.CreateShortcut(LinkFile.FullName);
link.TargetPath="c:\\winnt\\calc.exe"; //specify your target path here
link.Save();
