Hi,
 
You can have multiple forms without runat="server" 
attribute in a single aspx page. These are client side forms. You can have only 
one form with runat="server" attribute which is a server side form. Action 
attribute will work only when the client or server side form is submitted 
and action will be taken at the URL mentioned under the action 
attribute.
