Hi Deepak, In continuation to my earlier reply...You can try out this,, You'll need to 
use the urlencode function found in System.Web.HttpUtility namespace when attempting 
to put those characters into the querystring. 

I made this page: 

 <%@ Page Language="VB" %> 
 <%@ import Namespace="System.Web.HttpUtility" %> 
 <script runat="server"> 
     private sub page_load(sender as object, e as eventargs) 
         lbl.Text = request.querystring("text") 
     end sub

         dim url as string = "test.aspx?text=" & urlencode("���") 
         response.redirect(url)

 </script> 
 <html> 
     <head> 
     </head>

             <asp:Label id="lbl" text="" runat="server" /> 
         </form> 
     </body> 
 </html> 
  

to test it and worked fine to retrieve those values when encoded.   Hope this helps..
