Hi ,
 
Well .Net Application Blocks are generic 
frameworks of code that provide functionality which can be customized for 
application specfic purposes 
 
Currently 
        
UI Process Block-- UI Management like form and action control ,user state being 
saved on a page 
        
Exception Management Block -- A generic way to handle exceptions
        
Data Access Block -- Contains code for accessing and updating 
databases
        
Configuration Management Block -- Storing Configuration Information for the 
project
        
Cache Block -- Caching frequently used values so that round trips accross tiers 
maybe saved.
 
So basically each block will either give you 
a plugin mechanism like settings in the config file (we.config etc) and provide 
classes which you can extend to get the desired functionality.
 
As a concrete example UI Process maybe 
treated like 'STRUTS' in Java. Though I am not sure how similar they 
are.
