There are lot of overheads in downloading the application from the Internet. It will depend on the availability, speed of download and the size of your application. The safe bet will be to let the user install the application from the CD only. This way he will have the base application framework installed. Then from your product only, give the user an option to download additional updates from your web site. This will be helpful as the user will always have the minimum framework installed and can go online anytime and get the latest updates. Just think on this approach and let me know if anything is missing or failing your requirements . . .
