Use dependency walker utility to find the 
order i.e dependency of the dll I think this will resolve your 
problem.

                solution I feel is to use Install shield for 
                windows.

Hi all,
                                 
                                I am facing few problems with the 
                                registration of DLLs while installing the VB 
                                setup package.
                                1) There are few dependent DLL files which 
                                needs to be installed first. How do i enforce 
                                the sequence registration of 
                                DLLs?
   or 
2) Is there any 
                                provision by which we can manually write some 
                                code to register the DLLs?
