The Transact-SQL timestamp data type is not the same as the timestamp data type defined in the SQL-92 standard. The SQL-92 timestamp data type is equivalent to the Transact-SQL datetime data type. So having said that there is no link between finding time from timestamp datatypes. Its a mere internal representation from SQL Server. AFAIK, the windows backup date is the best that can tell you this information. Or you need to have access on the msdb of the other server to get this information.
