Or it can also be because of some data getting corrupt. Now you say any query with cursors gives error. Is it happening when you use a particular table or on all tables. A corrupt table can also lead to this problem. If you have a proper database backup then you can try to restore and see if the problem persists. I think you should have done the DBCC CheckDB and CheckTable options so far and also restarted the server.
