I don't think you can change a method's signature when overriding it.
my 2 cents :
Try,
public override bool ValidateUser(string strUserName, string strPassword)
{
//Call a custom function written for your purpose in your Custom membership
class. This custom function can probably can first evaluate the user based on
provided username and password and then check the agencynumber and tokenvalue
if they are accessible as global variables or something.
}
