NO ONE has taken up the effort to fully port the 3.8 "overlays" to 3.13... Personally, i'm working on a workaround that works for me and for most cape users.
I'm just guessing, but the guy who originally wrote the 3.8 overlay system would probably take cash in trade to keep working on it..
