In the many many test I have done I've never seen the board not recover from a reset in this situation. The UART0_RX power up issue is periodic (in my tests failure rate was 24/555~4.3%). If your board permanently starts up in this state (only pwr led is lit) then my guess is that uboot is not loaded at all. Could your image be corrupt? Have you attempted to reflash the emmc before seeing this? Have you tried booting from a stock uSD image (holding down uSD BOOT switch)? A fix to the periodic UART0_RX issue is stabilizing B_UART0_RX which can easily be done on the backside of the board. This doesn't affect the functionality of UART0 (serial console).
