ITAR is military. The issue here is the encryption capability of the processor which results in export restrictions. This has been the case for every single Beagle Board.
I suspect the wrinkle here may be the fact that this board has a SIP on it with the processor inside meaning the board is a product that uses another product that uses the processor. The SIP has to have the correct paper work. Then once that is done the board will also have to have its paperwork.
