I'd say don't spend your time writing one. I think it's fine to say "empty your tubes" before upgrading. It's so easy to bring up more servers that an upgrade that requires empty tubes should be simple enough to not warrant any major effort on your part to read old bin logs. Then again that's just my opinion I could be wrong :)
