Jsr181ModelTest.javax?

  Anyone konw what the purpose of wsm/drt/.../Jsr181ModelTest.javax
is?  It's currently ignored by the WSM tests and uses a bunch of
otherwise unused classes in the fakeAnnotations package.

  Ideas?
