I use ActivePerl on Windows and it is fine. http://www.activeperl.com/Products/Download/Get.plex?id=ActivePerl It is basically the same as programming on Linux, however you have to know all the funny little Windows nuances, but the PERL syntax is the same. For example you can't do @my_array = `cat $filename` because cat doesn't exist on a Windows box.
