I use ActiveState and have for about 4 to 5 years. It seems work well. I have another machine which I do Perl on, but will do it first on the pc and then tweak with changes for my other machine. Except for how a directory or file is named, they work the same. I used MKS ToolKit at one point and it is setup with a shell and has a many of the unix commands which you would be familiar with. My company had no real need after we switched one of the applications, so still use the shell, but have it tied to AS.
