The books that Matthew suggested are excellent resources, I've found (though I would also recommend "Programming Perl", also from O'Reilly).
Another excellent way of learning how to program is read other peoples' code, figure out how to break it and fix it, and adapt it to your own needs. My father-in-law, a C/C++/Java programmer, tells me that there has only ever been one program written. The rest are just hacks off of that one program. I found it very useful, when learning the basics (as I still am, actually), to go to free script archive sites, such as Matt's Script Archive, download some scripts, read the documentation to learn how to tweak them, and play with that.
