But the framework is available free from MS.  Legally, I believe it must be
installed for the primary purpose of installing some MS application, but it
is avaiable, if you search downloads at M$.

Nope.  Microsoft can be pretty greedy and proprietary.  They do not cut their
own throat, though, which is what they would be doing if they tried to
substitue some freshly-minted language for a well-used standard such as C++.
They can get away with it with Java, sorta', since Java programmers do not
constitue the core of their clientele for development tools.  They cannot do
that with C++, whose users do.

MS does advertise this as an evolution of the C and C++ languages, but
standard C++ is still an option.
