I'm talking about new ones and also existing ones that would like to
migrate to unicode.  The extra effort would be having (some backend
script generate) the same content in 3 forms depending on the
capability of the browser (in order of preference):
1. unicode
2. font embedding using eot/pfr
3. text as gifs/pngs

The only problem is that automatic detection of browser capabilities
can be error prone, so for instance, users would have to click on a
link like "Click here for a graphic version of this page" or somesuch
to get option #3.

What about IE on Windows98?  Unfortunately a lot of people (e.g.,
Bangladeshi cybercafes) are still using that combination.
