I don't know how to react to that. Supporting obsolete systems is a perennial 
dilemma, since that decreases the incentive to upgrade, which is not a good 
thing. If it were up to me, I would probably ignore these users completely, 
and hope that some of them would ditch these (invariably illegal) 
installations and start using GNU/Linux instead. However, that's obviously 
not a pragmatic/acceptable solution (even though cyber cafe-s are probably 
the ideal test-beds for GNU/Linux deployment).
