I have read the proposal several times but I am still quite 
unsure to say that I have got it correctly.

The proposal regarding sort of "de-centralization"
of Ankur's functioning and formation of several decision
making bodies under Ankur for different issues are 
really attractive. In my opinion, with current situations 
this proposal could be really useful and could be 
implemented as soon as possible.
   
However, I beg to differ on the very first proposal of having two
separate units. It is true that there have been several disagreements
among the ankurians on different issues and many of the 
issues remain unresolved even today. Its also true
that often two opposite viewpoints have come from two 
different side of the border. Nevertheless, in my opinion, it would be
flatly wrong to conclude that those views are true representative
of each sides. Naturally, if this is the main motivation for having
two separate child organizations then I am sorry to say that I don't
see how the proposal of having two separate units is going to
resolve those problems.

We can(should) certainly have several decision making bodies under 
Ankur that will act independently and will take care of different 
issues under its aegis. These bodies can be formed as suggested in the 
proposal.
