There's at least one mistake:

ন্‌+ধ+য         ন্দ্য

As for completeness, I don't think it's realistic to ask for a
complete set that does not actually list all possible 2- and
3-conjuncts. There is no real rule that dictates inclusion in the
list. For example, I don't see

ক্‌+ট্+র

on the list, and I can't think of a Bengali word that would need it,
but one could spell use it in ইলেক্ট্রিক. Is that a valid use?

Also, if the goal is to test fonts (rather than create a list of
conjuncts), then this file is definitely missing many
conjunct+vowel-sign forms; e.g. স্তু, দ্রূ, etc. From a typographical
point of view, any conjunct ending in ট or ঠ followed by ি or ী is
interesting, even more so when followed by a chandrabindu.
