As far as I know Sajed Chowdhury was the developer of http://bangla.org.bd. He also developed a rich text editor for the same purpose. Although, I don't know why it is down now. I am also trying to develop a rich text editor (FCKEditor) plugin for typing Bangla. I am pretty close to the solution. I will let you all know about it when finished.
