IMHO, ZWNJ is used more frequently to write RA-JA-PHOLA than ZWJ. This is 
because of the Windows XP issue mentioned in the blog post by SDG. So as they 
do in Bijoy and Unijoy layout I would suggest

[ `] =>  ZWNJ
[~] =>  ZWJ
