This isn't below the 20% threshold, but it is from a company I've had very good luck with. They generally use and exceptionally high meat content for the protein component. I haven't used this particular formula, but it looks to be aimed at your needs. You might want to call the company owner to discuss further, but if you decide to try it...order from one of their outlets rather than from the company itself.
