That's a bummer.  The main thing reload user does is to stop and restart
that user which rescans everything.  I don't see the user stop and restart
when I send service books.
The other way to accomplish this is to change from a dynamic to static
mailbox agent.  Is that an option for Domino?  I find it on my BES when I
double click on the user and click on the advanced tab.
