This happened to us a few times.

Things to check (some redundant!) 
- Was user moved to different Exchange Store 
- Is this happening with all emails?
- Did you have user perform battery pull?
- Resend Service Book/IT Policy?!

one more: 

Is this user able to send and receive PINs?

I had cases were a user could:
- Sent PIN,
- sent mail, when selecting the email adresse from the BB or type it
in(no lookup)
- The BES logs showed the Lookup, but the result was not delivered to
the BB

but.

Device did no receive PIN, MAIL, any data.

Only after a wipe. The device was getting data again.. and could be
reactivated..
