No, there is no need to remove the user and add them again - simply set a new 
activation password (and remember to wipe the old device if it's being 
reprovisioned!)

I don't have BES 5 yet, but with 4.x, I just have them use the switch device 
wizard or set an activation password and have them activate without deleting 
them from the BES (unless there are serious problems).  Is this a new 
requirement with 5.0?
