BES does not support BIS accounts.  The only interaction BES has with BIS 
accounts is that a BES can block access to BIS.  If a BlackBerry smartphone is 
BES provisioned and the BES Admin does not block access to BIS a user on 
BES/BES Express can successfully use BIS.
