Ugh. Just got off the phone with RIM's technical support. Its a known issue, there is an internal KB that references this issue:
So any device OS 4.6 or newer, on a BES, if the URL exceeds 200 characters in the URL, you cannot access the link and get that redirect error. According to RIM, no device running 4.6 and greater can access a CL link if the device is activated on a BES?!
