Yes, but the goal is not to have users enabling / disabling their wifi services et con their phones.  We simply want all users of all carriers to have better signal...  The solution needs to be transparent to the end user

You do know that T-Mobile phones can make WiFi calls at no additional cost, right?  With most enterprise accounts, WiFi calls don't use plan minutes despite the notice on the phone.  Can't help with AT&T.
