FHS was introduced to support deb, and the deb assume installed on /usr/... folder as done by sudo dpkg -i.
FHS and deb do not work when deb was not installed as expected. Sorry if I did not make this clear. I do not feel this is a bug or need any fix. If users do not have admin privileges or they are cautious, they should use the linux tar.gz single folder version but not deb.
