I had same problem on an iMac running macOS Catalina (10.15.1). Fixed by 
right-clicking /Applications/j901/bin/jqt.command or else 
/Applications/j901/bin/libj.dylib (I don’t recall which one now) and choosing 
Open, then confirming on pop-up menu I wanted to open it.

I’ve had the same problem with beta, possibly even released j, in earlier 
versions.

I tried to report it this time to this forum, but for reasons unknown my 
message never seems to have reached the mailing list. (I tried both 
[email protected] <mailto:[email protected]> and [email protected] 
<mailto:[email protected]>, and on the email account where I receive 
this digest).
