Your difficulty upgrading Mohave looks like the tricky problem discussed in: https://superuser.com/questions/1463176/app-store-refuses-to-upgrade-macos-mojave10-14-2-to-10-14-6/1463315#1463315 Maybe the fix arrived at there will work for you too, and allow you to upgrade to Catalina -- and beyond, as it has for me.
